President Trump signed COVID relief measures and spent a bill to avoid parking. So what will happen now?

President Trump decided to sign the COVID relief/government spending portfolio plan on Sunday night, avoiding work stoppage tomorrow night. The government’s financial support lasted until 11:59 on Monday night. But Mr. Trump’s signature means that the government’s funding is now until September 30, 2021.

The President opposed the merger plan last week, even though the final plan was agreed by the two parties, the top leaders of the two parties and his own Treasury Secretary Steve Mnuchin (Steve Mnuchin).

The plan was passed with 359 votes in the House of Representatives and 92 votes in the Senate.

President Trump opposed the foreign aid clause, which he considered “pork”

; in the spending clause of the consolidation measure, even though the President requested most of it in a budget request sent to Congress earlier this year. Many Republicans oppose any stimulus measures. But after the dispute between the two parties, the two parties decided to settle the settlement with a check of $600. Then last week, the president who did not participate in the negotiations asked for a direct payment of $2,000 and refused to sign the legislation into law.

Therefore, the Democrats in the House of Representatives prepared a bill requiring a payment check for $2,000. The bill will arrive later on Monday. At this stage, Fox News was informed that the House of Representatives would hold a two-thirds vote on this. Observe whether the Republicans are now aligned with the president, or just let it go.

By using this bill as a “suspend” measure (a process that speeds up the bill to a minimum requirement but requires two-thirds of the vote to pass), there is no guarantee of approval of the plan. But House Republican leaders told Fox News that the measure should ensure two-thirds of the safety.

In essence, the Democratic Party boldly voted for the Republican Party. Reaching the two-thirds threshold is a challenge. However, if the House of Representatives passes the usual bill procedures, the measure can be passed only by a simple majority.

The way the Democrats enacted the bill was to make the implementation of the $2,000 check dependent on the president’s signing of the COVID/government joint funding plan. Therefore, once the president sees the opportunity of the House plan bill to get a $2,000 chance, he agrees to sign the plan.

If the House of Representatives passes the bill, it will be submitted to the Senate.

Senator Roy Blunt (R-Mo.) announced on Christmas Eve that he does not think the Senate will have the will to resolve the $2,000 direct payment issue.

Then, the question is whether the Senate can handle such a program. The bill may be bound by one or even two votes. First, it just started to debate the bill. The other is to complete the debate on the bill. Both steps require 60 votes to neutralize the opposition. Moreover, if the Senate does so in accordance with the regulations, the measure may take several days to process. However, if the Senate has the cooperation of all 100 senators, it can act quickly.

However, a senior Republican source doubted that once the Senate proposed the plan, the Senate could resolve the plan. Trump’s strategy put Republicans in a difficult position. Support his plan and change their position-just because he said so-or stand firm and face the president’s anger.

If the president does not sign the package, Washington will suspend publicity to the government.

It is now clear that no one really knows what the president will sign. Or, did President Trump make multiple congressional leaders, hundreds of congressional Republicans, and key figures in his administration tottering, thinking that he would sign this special package? Not clear

Under normal circumstances, if Congress faces the threat of government shutdown, the House of Representatives and the Senate would be eager to prepare another temporary spending bill. But this is not yet. For Congress, this is a bill or nothing. Just to advance this plan, this is too much legislative effort. Even if there is an emergency bill, no one knows whether the president will sign it.

In addition, there are also holiday arrangements.

The House of Representatives meets on Monday afternoon. The Senate did not meet until Tuesday. Therefore, this means that if President Trump refuses to sign the existing bill before 11:59:59 on Monday night, it will be closed.

Government shutdown is always bad. But the current shutdown will mark the second shutdown around the three-year holiday.

The shutdown means that federal law enforcement officers working under COVID conditions will not be paid. This may also slow the introduction of coronavirus vaccines. Or, the person responsible for helping distribute the vaccine may have been working without pay.

The suspension may mean vacations for civilian employees of the Pentagon. Active military personnel are considered essential, but depending on the length of the closure, they may not be paid.

TSA filters and air traffic controllers are considered essential to handle holidays, pandemic travel. But they will not get paid. Are they willing to work for free in this situation?

Keep in mind that the apparent disappearance of air traffic controllers during the 2018-2019 shutdown period began to threaten safety. Their absenteeism prompted an end to this closure.

You are unfortunate for everyone who asks to stop congressional pay during the government shutdown.

The 27th Amendment to the Constitution clearly stipulates:

The amendment said: “Any law that changes the compensation for the services of senators and congressmen will not take effect until the election of senators.”

In other words, legislators will get paid anyway. Whether to shut down. Some people may argue about the meaning of “change”. During this period, some members can choose to take their salaries as escrow or donate their salaries to charities. But they still get “paid”. Until the 2022 midterm elections, any compensation will not change.

Obtain three-quarters of the voting rights in all states and two-thirds of the voting rights in the Senate and Senate to amend the constitution.

But President Trump signed the bill. This means that there will be no problems with government funding until next fall.

Then the decision to sign or not to sign will reach President-elect Biden.
