Rice was born in Daniel Anthony Rice, Virginia, on June 8, 1951. He grew up in a family of musicians in Los Angeles, including his father, Herbert Rice, who worked with Tony’s uncle has a band called Golden State Boys. After starting to use the mandolin, Rice quickly started playing guitar and performing publicly for the first time when she was singing on the radio at the age of 9. There, Rice met Kentucky Colonel’s guitarist Clarence White, which had an early impact on Rice’s lead guitar performance.
