The investigation began on March 31, after the police had brought a 12-year-old reported missing, back to a house in the 2200 block of the Fieldstone Court in Fairfield, California, about 46 miles northeast of San Francisco , The boy slept on Monday after a police report under a bush in the yard of a nearby house.
When she entered the residence of Ina Rogers, the police discovered nine of her other children aged 4 months to 11 years, living in "unsafe and unsanitary" misery. The 10 children were placed in protective custody by the Solano County Children's Fund and then placed in the care of other family members.
Rogers, 30, the children's mother, was arrested on the night of March 31 and sent to Solano County Prison for Neglect of children. Then on Friday, 29-year-old Jonathan Allen – who, according to Rogers, is the father of the majority of children – was also arrested and charged with torturing nine offenses and child molestation in six cases.
The authorities described the disturbing conditions in the couple's home for the first time on Monday, shattering their neighbors in the tree-lined dead end. They said they did not know that 10 children lived in the house. Human and animal feces, urine, garbage and rotten food lay on the ground, while debris from certain areas of the house were blocked, it said in the police statement. Not only did the children live there in the dirt, they were also victims of physical and emotional abuse. In the six weeks since her mother was arrested in March, the eight older children have complained to the authorities of several cases of deliberate abuse until 2014, resulting in puncture wounds, burns, bruises, and injuries associated with a BB or Airsoft weapon [ A Look At The New Lives Of Siblings Released From A House Full Of Chains]
The children's reports of their abuse prompted the authorities to issue a warrant for Allen's arrest. He appeared in court on Monday and pleaded not guilty. A judge ordered him to be held in lieu of a bail of just over $ 5 million, said Sharon Henry, deputy chief prosecutor for Solano County. As the investigation continues, Henry said there was a "good chance" that Rogers could file additional charges.
The alleged abuse was carried out with "sadistic intentions" Henry said during a press conference. "Based on what the children said in their interviews, we believe that torture has taken place in this house."
Fairfield Police Lieutenant Greg Hurlbut said that the children are still in the custody of other family members and seem to improve that in his decades as a police officer he has had no case "where we have tortured someone with their own children, if that tells you something. "

Rogers could not be reached on Monday for comment. The mayor's office of the Solano district did not respond immediately to a request for information about Allen's legal representation.
On Monday, Rogers, who was released on a $ 10,000 bail told reporters that she was traveling from her four-bedroom home. She said she and her husband were both from broken homes and wanted a big family, according to AP. Rogers said that she works as an ECG technician at a cardiac monitoring firm and that Allen is a tattoo artist. The children, the authorities said, had been educated at home.
She said she only got pregnant when she was 16 and that she has 11 birth children. Everyone Rogers met about 10 years ago is the father of eight of those kids, according to ABC 7 News.
"Not only do I have 11 children and I am 30 years old, but also a home school all my children, and people disagree with this lifestyle, and so I had many people who questioned my parental right, and me I feel like this whole situation exploded, "Rogers said, according to ABC News.

Rogers told reporters that the children wanted to sleep in one bedroom because they were nearby, and that the other four bedrooms were used as the master bedroom, game room and meditation room AP. She said she felt doomed because she had so many children and trained her at home. The only reason the house was messy when the police arrived was because she had torn it apart to look for her 12-year-old son. He was angry because Allen and Rogers had tried to take his tablet computer away, Rogers said, according to AP.
The reporters noticed that the house was still dirty during the tour, with scuffed walls and animal excrement the bathroom, according to the AP.
Neighbors in the impasse said they did not know how many children lived in the house because, according to the San Francisco Chronicle, they were largely kept out of sight. A neighbor, Larry Magney, who lives across the street, said Allen and Rogers moved in about a year ago.
He said Rogers was approached by her missing son at the end of March when Magney came home from church. He told her that it was unlikely that her son was in his backyard because his dog was barking, he told the chronicle.
"She was quite worried and she was like, you know, running around the neighborhood," Magney said he was "shocked" when he learned that 10 children lived in the house, the Chronicle reported.
Another neighbor, Tawnya Roth, said she thought the couple only had three children, the chronicle reports. She said they had a baby when they entered another baby last year.
Rogers told reporters that she had called the police in March after her son had not returned home and that her husband was surprised by such serious allegations, the AP said.
"My husband has many tattoos, he looks like a scary person, and that's why people are so quick to judge him," Rogers said. But my husband is an amazing person. I am an amazing mother.
